below you will find the most recent information regarding the implementation
of the IPPC's Guidelines for Regulating Wood Packaging Material in International
Trade (ISPM 15). This information has been compiled from updates provided
by the National Wooden Pallet and Container Association (NWPCA) and the
Animal and Plant Health Inspection Service (APHIS) website. Keep in mind
that this standard is applicable to both coniferous and non-coniferous packaging.
The only approved methods of treatment allowed under the standard are heat-treatment
(HT) or fumigation with methyl bromide (MB). |

Australia
is currently reviewing the U.S. Program for heat-treatment. They will accept
heat-treated wood packaging from the U.S. until December 1, 2004 that is
accompanied with a paper certification of treatment as well as being containerized
within 21 days of treatment. Packaging should also be "bark-free". After
the December 1st date, they should be in the final stages of fully implementing

Brazil
has adopted ISPM 15 which is retroactive to January 2004.

will NOT require wood packaging manufactured in the U.S. to be marked in
accordance with ISPM 15. The U.S. has been granted special exemption based
on the fact that both the U.S. and Canada already share many of the same

China
has yet to decide when they plan to adopt ISPM 15. Until that time, APHIS
PPQ Form 553 is required for ALL wood packaging shipments bound for China.
Hardwood packaging is currently not required to be treated. Coniferous packaging
must be heat-treated to the 56/30 heat requirement. The PPQ Form 553 along

Union |

The
EU is currently still enforcing their Emergency Measures which only requires
approved treatments of coniferous packaging. The EU has a planned adoption
date of ISPM 15 for March 1, 2005. |
